The Other Queen by Philippa

The Other Queen - Mary, Queen of Scots, has run to England for sanctuary. However, instead of offering safety, Queen Elizabeth has imprisoned her in the care of George Talbot, Earl of Shrewsbury and his wife Bess of Hardwick. This has several consequences. Mary plots her release, George and Bess are impoverished, and William Cecil links them together as conspirators.
