Shadow Zone by Iris Johansen and Roy Johansen

Shadow Zone - Hannah Bryson and her crew are investigating the undersea ruins of the city of Marinth.  They discovered an artifact that may give the answer to the city’s demise.  While the artifact is being transferred it is stolen.  The thief who stole the artifact plans to sell the weapon it describes to those who will use it against India.
