Worst Case by James Patterson & Michael Ledwidge

Worst Case - The children of wealthy and powerful parents are being abducted. The kidnapper asks for no money. Unknown to authorities he questions the children about world affairs to determine their worthiness to live. After he tortures and kills the children he lets Detective Michael Bennett know where they are. Special Agent Emily Parker is sent from the FBI to assist Bennett in recovering the children and catching the kidnapper.
