Storming Heaven by Dale Brown

Storming Heaven - Ian Hardcastle has campaigned futilely to beef up the US defenses.  However, the current President and his wife, who acts more like the president than first lady, have diligently reduced the military.  Henri Cazaux, known internationally and feared has taken advantage of the lax airport security and attacked a Californian airport.  Lieutenant Colonel Al Vincenti and wingman Major Linda McKenzie are deployed to pursue.  After McKenzie’s plane crashes, Vincenti continues the pursuit requesting to shoot.  He is denied and Cazaux gets away.  As Cazaux continues attacking airports, the FBI and military butt heads over jurisdiction and the administration continues to deny use of deadly force.
