Stranger in Paradise by Robert B. Parker

Stranger in Paradise (Jesse Stone Novels) - Wilson “Crow” Cromartie walks into police chief Jesse Stone’s office ten years after holding several women hostage, blowing up the Stiles Island bridge, and making away with millions in cash. Jesse can’t arrest him because none of the women will testify against him because he “saved their life”. Crow is looking for Amber Francisco for her father Louis. However, when Crow finds out that Louis wants him to kill Amber’s mother, he teams together with Jesse to bring down Louis.

There is also an undercurrent theme of Latino gangs moving into Paradise. Amber’s boyfriend is a Latino from a neighboring town, and a school for preschool Latinos is being built and opposed.
