Quicksand by Iris Johansen

Quicksand - Joe Quinn believes he has found Eve Duncan’s daughter Bonnie’s killer. He has the local police stake out Henry Kistle. When Kistle disposes of the local sheriff he uses the redial on the sheriff’s phone to find out who set him up, and discovers it rings to Eve and Joe’s cottage. Kistle begins to harass Eve and prod her to join Joe in the search for himself. They are helped in the search by Montalvo who believes that Eve will go with the guy who gets Bonnie’s killer, much to Joe’s chagrin, and Megan Blair (Pandora's Daughter), an unwilling psychic who hears the echoes those who have suffered traumatic events.
