- Monroe County detective Andrew Yancy has been demoted to Health Inspector because he shoved a vacuum hose into another man's body in public. A human arm is found and the sheriff asks Yancy to take it to the Miami coroner. Yancy doesn't believe that the man to whom the arm belongs died from a boating accident as the official report states. He also believes that if he solves the case, he will be reinstated as a detective. However, everyone from the sheriff to the widow put up obstacles to his investigation.Also, Yancy is trying to discourage would be buyers from purchasing the spec house that a builder is building next to his home that is higher than the law allows and blocks the sunset view from Yancy's home. Furthermore, Yancy's old girlfriend is found out to be an ex-con and is now stalking him.
Meanwhile, Neville, owner of Driggs (a monkey), pays the Dragon Queen to put a spell on the developer who has taken over his home to build a resort.
