People are punished for taking leftover food from the dining hall and everyone is stamped every morning with their "schedule" that they are expected to follow. Katniss is coerced into being "the Mockingjay," the symbol of the revolution. The plan is to film her in various "safe" situations fighting against the Capitol. But Katniss' personality and events force her into real combat and to leading a squad to the Capitol to kill President Snow.
