Catching Fire by Suzanne Collins

Catching Fire (The Hunger Games, Book 2) - The Districts are starting to rebel against the Capitol as Katniss Everdeen and Peeta Mellark take their victory tour across Panem.  President Snow has threatened Katniss with the death of Gale, her mother and sister, if she doesn't convince him that she and Peeta are still in love.  Snow blames Katniss for the uprisings and also wants her to convince the Districts that revolt is not in their best interests.  During the tour, Snow announces that he will arrange for Katniss and Peeta's wedding. At the end of the tour, Katniss and Peeta find that new Peachkeepers have replaced the old ones and that rules and laws are being strictly enforced. Also, Snow announces that  in the Quarter Quell (the 75th Hunger Games), the tributes would be selected from past victors of the Hunger Games "as a reminder to the rebels that even the strongest among them cannot overcome the power of the Capitol."
