At the end of the tour, Katniss and Peeta find that new Peachkeepers have replaced the old ones and that rules and laws are being strictly enforced. Also, Snow announces that in the Quarter Quell (the 75th Hunger Games), the tributes would be selected from past victors of the Hunger Games "as a reminder to the rebels that even the strongest among them cannot overcome the power of the Capitol."
