A Delicate Truth by John Le Carre

A Delicate Truth: A Novel - Toby Bell has recently been promoted to the private secretary to Her Majesty's newly anointed Minister, Fergus Quinn, MP.  Shortly after taking office, Bell learns that Quinn is involved in a extremely secret mission that leaves Bell out of the loop.

The mission, Wildlife, is an anti-terrorist operation on Gibraltar conducted by Quinn, a private defense contractor, and an CIA agent.  Paul, is the eyes and ears of these men as the group of British soldiers play out their part of the mission.  Paul and the soldier in charge, Jeb, inform their superiors that there is not enough evidence to continue, however, they are ordered to continue.  The mission is a bust, but Paul and others are told that it was a success.

Three years later, Jeb meets Paul and accuses him of complying with a cover-up.  Paul, his daughter, Bell try to discover what actually happened and why.
