Deep Lie by Stuart Woods

Deep Lie (Will Lee Novel) - For decades, Swedes have been sighting submarine periscopes off their Baltic shores, most recently, Oskar Oskarsson lost his grandson and several fingers when their net got caught by a submarine.

Jan Helder, a Soviet Submarine captain, is suddenly promoted and transferred to a very American looking and acting base on the Baltic Sea, across from Sweden.  He is given a new identity as a American citizen.

Kate Rule, head of the Office of Soviet Analysis, has put together several random pieces of data and believes that Viktory Majorov, Chairman of the first Chief Directorate-foreign operations is planning an invasion of Sweden.  However, she cannot get any of her superiors to take her seriously.

Will Lee is an assistant to Senator Carr, Democrat of Georgia, Chairman of the Senate Select Committee on Intelligence.  Because of their positions, Will and Kate have kept their personal relationship quiet.  However, Will is going to Sweden to sail a boat to Copenhagen for a friend.
